Carmichael fails to convince the reporter to reveal his sources for an article containing allegations that the vote was rigged and ballots were tampered with, even though the reporter's life is in danger. Without the source, McCoy and Carmichael struggle to build a case against the senator, whom they believe has ties to the mafia and ordered the reporter's assassination. The case is based on 2,000 missing ballots that were stolen by the mafia. Once the ballots are found, a major court battle ensues over whether the ballots should be counted. McCoy believes the ballots will show Benton's motivation for ordering the assassination, but an appeals court will not allow this, so their case is practically dead. Ultimately, McCoy manages to convince the reporter to reveal his source and get him to testify against the senator.
